The fact that 41% of the deaths in the figures were riders not wearing helmets. You can't make a generalization for the twenty helmet-compulsory states from a non-helmet-compulsory state. #2 Florida's motorcycle fatalities are also going to be inflated compared to other parts of the country because Daytona is in FL.
